Meet Ballyhoo Panche
The lovely Ballyhoo Panche has a kind heart but a known as the local pen thief. She lives on the fire escape protecting the building from intruders and warns tenants when there is danger or risk with a rather odd but muffled siren scream. For the price of a few missing pens, the tenants see it as a bargain.
